TRANSFORMATIONS OF PORT TASUKA:AN EXCLAVE AND SPATIAL STRUCTURE ANALYSIS OF TOUNELET VILLAGE

Abstract

This research is prompted by a unique spatial phenomenon in Tounelet Village, Kakas District, which features a detached administrative territory (Jaga VI) located 6.2 km away from the village center. This study aims to identify the relationship between this geographic separation and the colonial history of the Lake Tondano region. A descriptive qualitative method was employed, incorporating territorial mapping and historical-spatial analysis based on field observations conducted in 2025.

The results indicate that Jaga VI is an enclave/exclave that historically functioned as Port Tasuka—a Japanese military seaplane base during the 1942–1945 period. Although physically separated by land through other villages, this area morphologically aligns along the same horizontal shoreline of the lake, reflecting a historical strategy for controlling water access.

This study concludes that the administrative structure of Tounelet Village represents territorial preservation driven by military history and water connectivity. The implications of this study emphasize the importance of incorporating historical dimensions into village spatial planning to preserve territorial integrity despite physical fragmentation.
